Policy HA: Negotiations-- Goals

The Amherst-Pelham Regional School Committee is understood to be thenegotiating authority for negotiations with recognized employeebargaining units.

The Amherst School Committee, Pelham School Committee, andAmherst-Pelham Regional School Committee recognize that education is apublic trust; they therefore are dedicated to providing the bestpossible educational opportunities for the young people in ourcommunities.  In negotiations, this objective may be best attained ifthere is a climate of mutual trust and understanding between thenegotiating parties.

Each employee bargaining unit negotiates for staff working in theAmherst, Pelham, and Amherst-Pelham Regional School Districts. 

The Regional School Committee is the negotiating authority for allthree School Committees (Amherst Elementary, Pelham Elementary, andAmherst-Pelham Regional) and will make the necessary decisions duringthe negotiation process. The Regional School Committee includes membersfrom the Elementary School Committees of all four member towns in theRegional District (Amherst, Pelham, Shutesbury, and Leverett). Whenmaking decisions during the negotiation process, the Regional SchoolCommittee will take into consideration the educational interests of allstudents and parent/guardians in the Amherst, Pelham, and RegionalSchool Districts.  The Regional School Committee will also consider thefinancial and other interests of all of the member towns in the RegionalDistrict in their decisions during negotiations.

The Amherst School Committee, Pelham School Committee, andAmherst-Pelham Regional School Committee believe that the best interestsof public education will be served by establishing procedures thatprovide an orderly method for the Regional School Committee andrepresentatives of the staff to discuss matters of common concern.

It is further recognized that nothing in negotiations will compromisethe Amherst, Pelham, or Regional School Committees’ legalresponsibilities nor will any employee's statutory rights and privilegesbe impaired.
