Policy CHA: Development of Regulations

  The superintendent will be responsible for specifying required actionsand designing the detailed arrangements under which the school systemwill be operated in accordance with School Committee policy. Thesedetailed arrangements will be designed to implement policies of theCommittee.

In the development of regulations, the superintendent may involve atthe planning stage those who would be affected by the regulations,including staff members, students, parents and the public. He willinform the Committee of such counsel in presenting pertinent reports ofregulations and in presenting any regulations for Committee approval.

As long as the superintendent operates within the guidelines of policyadopted by the Committee, he may issue regulations without Committeeapproval unless Committee action is required by law, or the Committeehas specifically asked that certain types of regulations be givenCommittee approval, or the superintendent recommends Committee approvalin light of strong community attitudes or probable staff reactions.

It will be the responsibility of the superintendent to see that theregulations developed to implement Committee policies and administer theschool system are appropriately coded and included as regulations inthe School Committee’s policy manual.

A regulation concerning a particular group or groups in the schoolswill be distributed to the group(s) prior to the effective date of theregulation.
